Castle Rock's script called for an imposing Town Hall, sitting on a square adjacent to Main Street.

A two-story facade was built over the U.S. Bank building on the corner of Main and Ocean. Its parking lot was transformed into the grassy village square, complete with bandstand gazebo, statuary, and mature trees.
